to support the life and the growth of the city. philadelphia, throughout the 19th century, was the major industrial city of the united states. all of these industries used water from this system. and it served as a prototype for many american cities, including pittsburgh and new york. man: new york city went to philadelphia and said, "you know, we're thinking of developing a hudson river water supply -- what do you suggest we do?" and they said, "we've had "a lot of problems on the schuylkill. the late 1980's and early 1990's, there were 1000 homicides per year in the city of los angeles, not the county, the city. now, we have between 203 hundred homicides per year. people talk about the gang problem having been addressed. i want to share with you, what i experienced, what i have learned, i am not a typical academic. i will not quote statistics to you or talk about theories. i will talk with you about practicality. pragmatic approaches, and i will talk about reality. san francisco, like los angeles learned, will never saw or deal with its gang problems effectively unless there is true collaboration. i will talk to you about what this looks like and feels like. i will speak to you about the lessons that we have learned as law enforcement had to come off of the high perch, in los angeles, law enforcement learned, to their great fortune, that collaboration is the answer. i am going to talk to you about some of the lessons that were learned. i can tell you first that the people -- we have learned lessons from have been gang members themselves my research is engaged with t

in the middle of a main thoroughfare anywhere in this city, particularly on columbus avenue, will destroy small business. even option 3 should be looked at very closely because there is an access shaft that is being proposed in the community meeting. no one was really clear about how long it would take to have it. no one was really clear about how big it would be. or how long it would be there. if you block a main thoroughfare, not only will you destroy businesses in north beach, but one of the reasons that the chinese community housing people have come up with support of this, you will disrupt business all the way into chinatown, all the way into lower grant avenue, all the way on stockton street. strongly urge you to do something with the pagoda palace because then you can do something that is really more key that would actually make a stop people would go to because they want to go to the subway stop which would be an amazing development. but don't do anything that allows a hole right in the middle of a main thoroughfare in any part of the city. >> thank you. >>> as a native san franciscan,

&e, sanitation crews and city official have all been out here to the scene of this giant sinkhole. so far they have been clearing debris while making sure residents can still get gas and water service. those lines were damaged. they have had to temporarily run some of the lines above ground. this sinkhole is 80 feet long, 40 feet wide and 15 feet deep. it opened up on sunday following some heavy rains and the lafayette creek which runs under part of the road flooded eroded the ground and caused it to fall. the next storm, however, right around the corner. it will roll in later on today. so the city and engineers have come up with a plan to put in a temporary culvert a permanent fix taking months. >> bottom line is there's going to be a hole in the ground here for a long time. and mountain view drive is going to be closed. >> there are detours in place and nobody will be stuck. there's always a way to get around. later on this morning, engineers and city officials will be back out at the scene trying to prepare for the rain later on today. the city manager told me yesterday, he estimates t

girl could be running out of time. rick folbaum is live in our new york city newsroom with more. >> police say the girl could die in a matter of days unless she is found and taken back to a hospital for treatment. her name is emily bracamonte, she is 11 years old, she has been getting chemo to treat her leukemia for the past month. there have been complications, she developed an infection. doctors had to amputate part of one of her arms and insert a catheter into her heart. she apparently had that catheter in when for some reason her mother norm a removed the iv. dressed her in street clothes and walked her out of the front door of the hospital last wednesday night. the catheter is the biggest certain for doctors. leaving it in too long could lead to another infection, one that could kill her they say. the girl and her mother are american citizens, the girl's mother, louis bracamonte is mexican. he has a green card. neither parent is charged with a crime at this point. police are anxious to find this little girl to get her treatment. there is speculation that the mom took her ou
